I’d like to camp in my suv. Are there any air conditioners or heaters made to use in the vehicle while it is off?

There’s really not a good solution for your application. It’s going to be power or physical space or mounting restrictions.
This site has a personal AC unit (1,000 BTU) that may be what you are looking for. http://kingersons.com/portable_air_condi…
You can get a roof mounted 15,000 btu heat pump designed for large RV use ($800 + install). Talk about overkill! You’ll have to cut a hole in your roof to get the heat/cool inside. Plus you’ll need a power source either from the campsite or a generator.
The issues you’ll face is keeping the cool air inside the SUV while pumping the hot air outside (or opposite in cold weather).
Battery power is not feasible. Your SUV would be full of batteries to run the thing.
