04 Ford Expedition Rear Floor Heating/cooling Not Working?

I am having trouble with the rear floor heating/cooling. When I press the button to direct the air to the floor panel, it does not work. The air stays coming from the top. I tried the rear controls, still does not work. Is there something I am doing wrong?
Overall:
Air/heat/cool is stuck in roof mode, cannot direct air to the floor.
