High Velocity Air Conditioning-good Idea Or Bad?

I am looking at a house that has the good old radiators for heat and the current owners use room air conditioners in each bedroom. Someone told me a solution to this would be to install high velocity air conditioning as it does not require massive installation of duct work. I am wondering how efficient it is and how expensive it is. I would be cooling an area that is about 1000 square feet–basically a living room, kitchen and 3 bedrooms. Also, how energy efficient are those old radiators. I have heard that they are very good at keeping the house warm–but are they expensive, can you put timers on them like you do with forced air heat, are they energy hogs?

Oil Filled Radiators and the Old

For the elderly especially, keeping warm in the colder winter months is much more cost effective with oil filled radiators. When compared to perhaps the more traditional forms of heating such as gas and electric heaters or central heating, oil filled radiators come out ahead.
Electric heaters can become very hot when sitting close to them which makes them dangerous for the elderly and very young, whereas central heating can be expensive to run. Not only this, but electric heaters are never that effective at managing to heat up a space or room. The elements of the electric heater are also exposed, meaning there is a very real fire hazard risk in the wrong situation. And gas heaters have the problem of dangerous fumes escaping, which can make these hazardous as well.
Oil filled radiators though, are both safe to use and economical to run because they are energy efficient. They are filled with a heat conserving oil which is heated up and then circulated throughout the radiator. The heat is then radiated into the room, heating up the cold air it meets. And the fact that the oil used in the radiator is never burned away means the appliance will never need refilling with oil, making it extremely cost effective.
When it comes to heating for the elderly, these radiators are deemed perfect because they do not waste heat as the keep the room at the perfect temperature. We all know that the elderly really hate the winter’s cold weather, and many poor souls cannot afford the extremely dear costs of heating the home at this time of year. We hear many horror stories of the old and infirm getting sick during the winter months because they are very reluctant to switch on their central heating. Well, an oil filled radiator can help alleviate all these problems because of its energy efficiency and low running costs. And another great thing about oil filled radiators is the fact that their surfaces never reach the dangerous levels that could prove so dangerous for the elderly and the very young.
This winter period is going to be ever so bitter, so make sure that you have the needed heating oil in place.
When Removing A Radiator From A Forced Hot Water Heating System, Is It Neccessary To Add A Connecteng Pipe ?

A contractor has removed a radiator from a hot water system. It seems to have altered the heating characteristics of the system. The remaining radiators are only getting warm on the bottom. Should a connecting pipe have been installed after removal of the radiator?. I believe he only capped off the pipes.
