We currently have an air to air heat pump. We would like to replace it with a propane furnance. If we do so will we have to replace the air conditioning unit as well? From what I understand, the air to air heat pump utilizes the air conditioning unit to run. Will our current air conditioning unit still work independently from the heat pump? What changes to the unit will need to be made, if any?

is this reasonable, or do they just have an axe to grind with the landlord?

My Home Upstairs Heating And Air Conditioning Unit Will Not Come On Could It Be Electrical?downstairs Working?

Could be. Is it a forced air unit with duct work or is it a window unit.
On either one there should be a breaker that controls it. Make sure nothing has tripped.
A window unit there isn’t much that it could be except the control switch.
A forced air unit with a thermostat on the wall could have a transformer problem if nothing is coming on.
If it is a forced air w/stat, turn the fan switch to ON and if the fan comes on then it isn’t the transformer.
Try this and if you come up with some other symptoms let us know in the edit.

But here is the problem, my furnace is only blowing cold hair. it has plenty of oil, considering we got a new shipment two days ago, and its electric so there is no pilot. We have reset it, checked the breaker and done everything we can think of.
